The government of the Arab Republic of Egypt,acting through the Egyptian Electricity

Holding Company (EEHC),intends to realize measures to improve the efficiency and to

rehabilitate the I&C Equipment of unit 1 of the thermal power plant Walidia of the Upper

Egypt Electricity Production Company (UEEPCO).

FICHTNER GmbH&Co.KG is acting as consultant to UEEPCO.

The project will be subject to financing by the German KfW Bankengruppe after conclusion

of the loan agreement within the program “Environmental Measures and Efficiency

Improvement at Thermal Power Plants,Phase III”.

The main objectives of this Phase III referring to Walidia thermal power plant I&C

Equipment is:

to improve Unit 1 plant efficiency and to reduce emissions

to improve the availability of the Unit 1 plant and to reduce the number of outages

to improve the spare part situation of I&C Equipment

In parallel to the rehabilitation works of the Unit 1 I&C Equipment measures to improve the

efficiency,availability and environmental compatibility of the unit 1 boiler will be carried out

under a separate contract.

Walidia power plant is located at the River Nile near Asyut City app.400 km south of Cairo.

The property is owned and operated by the Upper Egypt Electricity Production Company

(UEEPCO)as an affiliate to EEHC.

The power plant consists in total of 2 units (Unit 1 and 2).The Units are designed for

2 x 311 MWel power generation.

The most of the installed firm and software of the automation system were manufactured by

Japanese producers like Mitsubishi Heavy Industry,Shimadzu Corporation,Toshiba etc.

Unit 1 was commissioned in 1992.

The main areas of concern causing the poor performance referring to I&C Equipment are:

heterogeneous control structure

old fashioned equipment

rotten sampling system

spare part problems

Mainly the following shall be covered during the rehabilitation works of the I&C Equipment

of Unit 1:

new integrated DCS

application of state of the art control algorithms

implementation of functions for turbine control,boiler control,burner management,boiler

protection,water and steam cycle

replacement of main turbine and BFP-turbine digital electro hydraulic control unit

substitution and enhancement of sampling and analyzing system,CEMS and field

instruments

signal exchange/signal collection with existing 3 rd party systems

In order to maintain the operability of the Unit 1 I&C Equipment substantial rehabilitation

activities as

repair of equipment

replacement of components

rearrangement of equipment and components

re-design of structures and components

have to be applied.

The rehabilitation shall be realized by one EPC Contractor,fully responsible for all project-related

activities (design,purchase,transport,implementation,coordination with boiler

contractor,commissioning,performance testing etc.).

Tender will be available for purchase starting from October 1,2011.

Deadline for Bid submission is December 1,2011.

Contract commencement is scheduled for May 2012;the implementation of the rehabilitation

works is scheduled from Jan to Sept 2013.

The EPC Contractor will be selected by executing an open tender procedure with post-qualification.

He shall be original equipment manufacturer (OEM)of DCS.

Tender Documents may be purchased on a non-refundable basis for an amount of

3,000.00 Euro (Three thousand Euros)

Unit 1 boilers is of water tube forced circulation type with double drum pressurize furnace

manufactured by Mitsubishi (MHI)Japan.

The boiler has a total number of 16 dual fuel burners and corner firing.Main fuel is heavy

fuel oil (HFO).

Unit 1 was commissioned in 1992.

The main areas of concern causing the poor performance referring to boilers efficiency,

availability and environmental hazards are

Corrosion attacks

Ash/dust precipitations

Flue gas leakages

Air leakages

Water Leakages.

Mainly affected and subsequently more or less seriously damaged or at least significant

limited in their performance are

the refractory

the water walls

the superheaters

the boiler drums

the flue gas ducts

the insulation.

In order to maintain the operability of the boilers according to the initial design figures

referring to efficiency,availability and emission levels,substantial rehabilitation activities as

repair of equipment

replacement of components

rearrangement of equipment and components

re-design of structures and components

cleaning

have to be applied.

The rehabilitation shall be realized by one EPC Contractor,fully responsible for all project-related

activities (design,purchase,transport,implementation,commissioning,performance

testing etc.).

Tender will be available for purchase starting from October 01,2011.

Deadline for Bid submission is December 01,2011.

Contract commencement is scheduled for May 2012;the implementation of the rehabilitation

works is scheduled from Jan to Sept 2013.

Special attention is drawn to the justification of the improvement of environmental conditions

and/or efficiency in Walidia power plant.The improvements will have to be demonstrated

clearly by measurements before and after rehabilitation by an independent Third Party.

The EPC Contractor will be selected by executing an open tender procedure with post-qualification.
